Tho Federal Senate carried an amendment to the Defence Bill, to the effect that persons forbidden by their religion, should be exempt, as far as possible, from other than non-combat-ants' duties. NAVAL LOAN BILL. (Received December 4th, 12!40 a.m.) The House of Representatives passed the Naval Loan Bill, but reduced the rat© of interest from 3J to 3 per cent., and fixed the period of redemption at twenty years, 5 per cent, of the total loan to be paid into the sinking fund.
