TOKIO, December 2. Admiral Togo has retired from the naval command, and Vice-Admiral Goro Ijuin succeeds him. Admiral Togo is 62 this month. He was educated for his profession in England, and joined the Japanese Navy in 1868. He was in England again from 1871 to 1878, studying naval affairs.
