Mr Oswald Partington's appointment as Junior Lord of the Treasuryinvolves a by-election in High Peak (Derbyshire). The local Conservatives are jubilant. A deputation of Suffragists belonging to the Women's Freedom League, insisting on th© right to personally petition Mr Asquith, wer© refused admission to th© House of Commons. They waited quietly at th© entrance, despite rain, from 8 o'clock until 3 today.
