MR TAFT URGES A SPEEDY DECISION.

Mr Taft hae presented an urprnt message to Congress, asking it to expedite the revision of the tariff and put an ond to the disturbance of business by a speedy decision. TARIFF BILL PRESENTED. DUAL TARIFF PROPOSED. IMPORTANT REDUCTIONS. (Received March 18th, 10..53 p.m.) WASHINGTON', March 18. A TarifF Kill, prepared by the Ways nnd Means Committee of the House of Representatives, has been submitted to Congress. Twenty per cent., ad valorem, is added to the regular rates in the case of countries not giving most favoured nation rates to Roods from the United States. A few unimportant increases are made for revenue purposes. Manufactured articles of flax, hemp, end jute are generally reduced 25 per cent., newspaper printing paper and hides are largely reduced. Pulp-wood is made free. Iron and steel imports aro reduced 30 to 50 per cent., but the wool and woollen schedule is practically untouched. The Bill provides reciprocal free trade with the Philippines, with a limit on the amount of sugar and tobacco to be imported duty free.
