EDICT AGAINST SMOKING. United Press Association—By Electrio Telegraph—Copyright. BERLIN, March 10. The Kaiser has issued an edict to the Prussian army expressing his displeasure at the habit of smoking at dances and dinners in the presence of ladies. The Kaiser is entitled by German law and custom to exercise a parental control over officers. He selects and supervises all appointments and transfers of officers, who all take oath of fealty to him. Ho can punish for conduct elispleasing to him, even tor marrying below station or against his wishes. From their clothes to their wives, nothing seems to escape his vigilance. A year or so ago he issued an edict, against extravagance among officers.
