(SPECIAL TO "TH- >R_M.") DUNEDIN. May 6. The retiring Mayor. (Mr J.. Loudon), in his address-£o-day; said that in his opinion there were several mattere in connestibii .with municipal affairs which required -ihendmeht. Tie considered that tho law compelling the who-lo of tho councillors to vacate office at once was a totally wrong one, and one,not in the best interests .off a large municipal undertaking. Hlo . would like to see councillors elected for three years, and a percentage retire in each year. This he thought would be in'tho best interests of the. ratepayers. Hh was also of opinion that the municipal accountancy had not advanced in proportfth to trading undertaking- by the different corporations throughout the Dominion, and a considerable' improvement might be effected in this branch. Ho felt certain that if Parliament were legislation covering both the points lie had.raised could be easily obtained..
