At Waimate on Saturday night Sir William Steward, M.P.., addressed has constituents. TheTo was only a small attendance. The speech wa6 mainly an account of the legislation of last session, bait tho speaker also gave a forecast of the chief likely to be brought forward this year. Sir William 6tased that 'ho favoured not only the graduated land tax, but also the extension of the graduated principle to the income tax, and he gave instances of what he considered the fairness of the principle, and its tendency to check the danger of "millionaireism" as experienced in the United States. Only an oases* of permanent income should the higher taxation be levied, and incomes from personal labour and exertion should be taxed less than permanent incomes. Ho also referred to (the necessity of granting a higher soalo of salaries to teachers in charge .of schools; no teacher in charge should receive less than £100 a. year. He regretted the great changes in the norhh and south, boundaries of the Waitaki electoral district, and said he would try to have a chaagio effected so that these electoral boundary changes would not be made in periods of less than ten years.
