Mr Dea-kin, in tabling in the House Lord Elgin's despatch regarding the re-arrangement of tho Colonial Office, said thoso who had appreciated the importance of the proposals submitted to th© Colonial Conference by tho Dominions oversea for tho readjustment of their status, and then read this document, would bo reminded of the mountain in labour which brought forth th© mouso. "Let us hope its appearance will remind tho people of the Empiro of tho contrast between their needs and this outcome, while consoling them with the reflection that th© mouse is creeping in the' right direction."
