The Emperor is slightly better. (Received October 15th, 9.30 p.m.) VIENNA, October 15.
Tho latest bulletin regarding the health of the Emperor is not unsatisfactory. The cartarrh continues, nnd the cough is stronger, but the fever is somewhat abated), and tho appetite is better.
The following was written during an illness of the Emperor some years ago: It ie extremely difficult to kqep iiie Majesty from ail Government business. Ho leaves hie bed at four o'clock in the aorning and seats himself at his writing-table in order to get through hie. work. At five o'clock he take* his first breakfast, and then works till nine, when, the first reception* commence. The Emperor persists in the same regime, even when he is suffering, and every day he receives the ufnal reports from Court and State personages. What time ie loft to him from State business he devotes to reading, end converses with hie entourage upon ell occurrences, especially those of a non-political character, and any matters occupying public attention, about which he reads for himself in'the papers. Ho takes a particular interest in matters connected with art.
