OBLIGATORY ARBITRATION.
THE HAGUE, October 12. The first committee of the Conference pawed a resolution adopting a declaration in favour of the principle of obligatory arbitration for the settlement of certain differences, notably those relating to interpretation end application of conventional stipulations between nations. The resolution, sfated that although it was not now possible to conclude a convention, the sense of the discussion had not exceeded the limits of jurisdicial controversy.
Forty delegate* voted in favour of the resolution, and the representatives of four Powers abtained from voting. Mr Choate stated that the United States abstained from supporting the declaration, which, he declared, was a retreat from the advance just previously won.
