THE HAGUE, October 11. The First Committee of the Peace Convention adopted the Permanent Court proposal, end recommended that it should beodme operative when the Powers had agreed as to the appointment of Judges, and the constitution of the Court,
Mr Choate, one of the United States representatives, referring to the attitude of the minor States, denounced the monstrous despotism of au uiiniportant minority.
