At tho Peace Conference, Sir Ernest <=atcw, tho British delegate, said ho considered neutrals' rights superior to belligerents. Jt was unfair, ho considered, to expose neutrals to tho risjc of great disasters. Germany claims a 'belligerent's right to remain for an indefinite term in a neutral port when not in the immediato proximity of tho theatre of war. Belligerent* should bo entitled to coal in the same port a second time after three months.
