PRINCE BULOW'S FRIENDLINESS
STRAIGHT TALK BY "THE TIMES."
PROOF OF REPENTANCE REQUIRED..
United Prw* Association—By Electrio Tβ' ph—Coprright. (Received Octol>er 10th, IO.oD p.m.) LONDON, October 10. 'The Times.' , in a weighty leading article, dealing -with tho. Knisor's visit to England and the rumour that Prince. Bulow will accompany him, comments on Prince Billow's attempts to convey to the British public that ho is exceedingly anxious for the establishment of eorcfinl relation?. "'lllO Times'' notes tint Prince Bulow dees not exert himself to create the- same impression among the Basscrmairs, Keims, and Liebcrts vthis is a reference to recent Anglophobo speeches). Possibly the, Anglo-French Entente-, the AngloRussian Agreement, and the. fact that somo years must elnpse, nnd many more millions bo spent, before Germany can build and accommodate any considerable number ot Dreadnoughts, have suggested the desirability of cultivating at present Great Britain's goodwill. "Wo prefer to think that Prince Bulow regrets «ml wishes to efface tho recollection of the insults and calumnies he allowed to bo hurled at us and our soldiers with mere faint hearted remonstrance, though ho knew from German officers' reports, that those charges were false and malignant. All wo ask is proof that the repentance of those wronging ua is eineero. This proof i*> not to lx> found at the Hague Conference or in any marked degree in Germany's treatment of tho latest phn&o of tho Moroccan question, which whilo correct, has not been wholly reassuring. Our policy has nob changed since Sir Edward Grey declared that good relations' between Germany and Franco are tho condition of any improvement in tho public relations between Germany and ourselves."
