Tlie opinion apparently held in locnl labour circles is that tho Minister of Labour should have consulted the representatives appointed by the Trades' and Labour Councils nnd the Employers' Association throughout the colony before putting forward liis Arbitration Act Amendment Bill. The Minister told yesterday's deputation thnt tho proposals had been referred to labour lenders' outside the Trades' Counrih, and they approved the principle. Two of them, he added, were then present. Tho question is being naked locally, who wero theso two —were they the Hon. J. Rigg and the Hon. J. T. jPaul?
