Raisuli wrote expressing regret, nnd intimating that he was prepared to accept tho tSultmY*. terms at a second interview at Alcazar. Kaid Mac Lean neglected to enlist tho assistance of two tribes which had previously guaranteed the security of the negotiators. Almost alone, Sir H. Mac Lean proceeded to the spot appointed, where, finding Raisuli attend ed by a largo band, he was powerless to refuse an invitation to proceed further into the mountains. The authorities are asking* Zelaed, chief of th© Benitsow-»r tribe, formerly Raisulis lieutenant, to use moral influence or force to secure tho release of Kaid Mac Lean.
