A DEADLOCK.

Reuter states that negotiations between Great Britain and tho United States respecting the modus vivendi for the winter herring fisheries has reached a deadlock, owing to Great Britain's inability to enforce the -suggested clause preventing Newfoundland from serving legal processes on American vessels. Newfoundland refuses to agree to the clause, and tho British Govern-ment must obtain the Imperial Parliament's approval before it is able to enforce its prohibition over the colony's veto.
Newfoundland contends that British Ministere had no power to alter the fisheries agreement, but that th© power lay in the Imperial Parliament. A case waa taken to test this, and the Supreme Court of Newfoundland recently upheld th© Government's contention. The case ia to go before the Privy Council. «■»
