'"Tote" shops will bo quarantined, and every persdh entering will bo liable to a fine. Any person can bring a case before a Supreme Court judge, and if he can provo ho was ex-parte to tho proceeding, and reasonable grounds exist -for beljoving that the building - was used for gambling purposes,. the occupier will be called oh to prove the contrary. Betting will be declared illegal, though not necessarily a punishable offence, and betting debts will not be recoverable by law. Probably betting will not be prohibited on a racecourso or in a private house, but will be everywhere elso. A heavy fine will be imposed for the first offence, and imprisonment for tiie second.
