Admiral Mason, Chief of the United States Ordnance Department, complains of Congress reducing the ivavy es-imates by £2,450,000. Increases in the navy were (ho says) voted without adequate provision for guns, gunnery and stores. He says the condition of his Department is almost desperate, and the naval warehouses are depleted of ammunition.
