TORPEDO BOAT CAPSIZES

The "Daily Telegraph" states that Admiral Sir A. K. Wilson's Home Fleet will visit Cronstadt at tho end of July. SIR JOSEPH WARD. LONDON, May 19. Sir Joseph Ward remains for a month before visiting the United States to try to arrange for a postal treaty and to nxike enquiries into wireless telegraphy.
