THE KAISER AND ITALY
COMMENT ON THE TELEGRAM
A SIGNIFICANT OMISSION
United Press Association—By Electric TelegTaph—Copyright. (Received April 16th, 9 p.m.) LONDON, April 16. " The Times" says that the Kaiser's remarkable telegram on Austria's attitude at the Conference is intended as a sharp lesson to Italy. Its aspect ot menace and reproof is most significant. The German Pretss disapprove of tho telegram. The "Frankfurter Zeitung" says that tho Triple Alliance lias already gone to pieces. Austrian comment states that the malice in the telegram is clearly intended for Italy, yet tho Kaiser has rendered Couut Goiuchowski a signal disservice.
German abstention from any official condolence in connection with the Vesuvius eruption, or any as-i_tance to tho sufferers is muoh commented upon in Italy, and is attributed to the Kaiser's soreness over the Algeciras Conference. The Emperor Francis Joseph, on tho other hand, sent a message of condolence to King Emmanuel, with a personal gift of £400 to tne relief fund.
