He advocates the immediate remission of the money contribution, and without changing the distribution of the Imperial warships, thai the Commonwealth and the other colonies be left to do as they choose in the direction of starting navies of their own, Great Britain lending suitable ships and instructors. Admiral FitzGerald is confident that such colonial navies will be available to fight for the Empire whenever they are most wanted.
