ESSENTIAL POINTS STILL UNSETTLED.
AGREEMENT APPARENTLY. IMPOSSIBLE. (Received March sth, 9.50 pm.) MADRID, March 5. Although the' committee of the Algeciras Conference has arrived at on agreement upon sixteen out of the twenty-five debatable points, the State bank scheme and all tho essential points have been reserved. Apparently it is impossible for France and Germany to agree, Germany fearing that the bank will inevitably become a Frenoh institution. At Great Britain's instance, the Conference decided to discuss the police question to-day, the German objection being decisively overruled.
