THE KAMRANH BAY INCIDENT.
ACTION BY FRANCE. ROZHDESTVENSKY ORDERED TO QUIT. (Received April 24th, 9.4 p.m.) LONDON, April 24 The reply made by France to Japan's representations promising the expulsion of the Baltic Fleet from Kamranh Bay, and affirming its determination to maintain neutrality has relieved the tension of popular feeling at Tokio, although it is believed if Admiral Roahdestvensky entered the bay finally to prepare for a dash north, his purpose was accomplished before he was ordered to leave. It is officially announced at Tokio that the French Government, on receipt of the report that the Baltic Fleet had arrived at Kamranh Bay. instructed M. Beau to strictly enforce neutrality. Subsequently Japan lodged a protest and France issued new and special instructions to M. Beau for transmission to the Russians, ordering them to leave French territorial water at the earliest moment. M. Beau replied, "Taken necessary measures accordance instructions." The French Government simultaneously addressed a note to Russia, asking her to instruct the Admiral to quit. Count Lamsdorff replied, "Such instructions .already sent."
