Japan expected China to maintain the strictest neutrality, to preserve order within the Empire, especially in Yunnan and Shantung, and to guard foreigners in the interior, in order to deprive the Powers of all pretext for aggression. The elder Japanese statesmen and Ministers are conferring, with the naval and military chiefs present.
