A PRELUDE TO WAR.
JAPAN'S REQUEST TO CHINA. STATESMEN CONFERRING WITH MILITARY CHIEFS. (Received January 13th, 1.7 a.m.) LONDON, January 12. The Chinese Minister at Tokio, at the request of the Japanese Foreign Office, telegraphed on January 11th to Prince Ching that Russia's second reply was unfavourable, and Japan could not accept it. Unless Russia receded, she would be compelled to promptly resort to arms. Japan expected China to maintain the strictest neutrality, to preserve order within the Empire, especially in Yunnan and Shantung, and to guard foreigners in the interior, in order to deprive the Powers of all pretext for aggression. The elder Japanese statesmen and Ministers are conferring, with the naval and military chiefs present.
