RUSSIA'S OFFERS TO JAPAN.
RUSSIAN GROUND. PROPOSALS ABOUT KOREA. (Received January 12th, 10.26 p.m.) LONDON, January 11. Japan has been advised that China will remain strictly neutral. The German newspaper "Lokal Auzeiger' states that the Czar directed Count Lamsdorff to publish, a communique informing the Powers that Russia offered Japan sbrategio and economic freedom in Southern Korea, and also full commercial freedom in Northern Korea. Russia refused to allow Japan to permanently occupy amy fortified place on the Korean coast or in the interior. Russia also proposed a neutral zone of fifty kilometres along ths Yaln and Fiumen rivers, neither Power to construct fortifications there, and the Korean Straits to be free to (Russian, ships and neutral. Russia refused to negotiate regarding Manchuria, but was willing to accord Japan and other Powers representation for their commercial interests in Manchuria.
