Such loan is to be secured by a special annual recurring rate of five-eighths of a penny in the £ sterling upon the rateable value of all the rateable lands within the borough of Sumner, and to be for a period of forty-one years, at 4 per cent, per .annum, without sinking fund. And it is proposed to pay out of th* amount of the loan the cost of raising the same, and the interest for the first year.
