Delcasste, Minister of Foreign Affairs, advocated an effective control of Macedonia, iruch as Austria and Russia were endeavouring to establish. France would always mipport them in the'execution of reforms. Referring to the Anglo-French Arbitration Treaty, he said formerly England and France saw tilings dividing them, now they isaw those uniting them. The Chamber ]jreeted the statement with cheers. M. Dubard moved to invite M. Delcasse •to arrange wfth other nations for a limitation of armaments. •M. Delcasse replied: Our Estimates in ilate years have been lowered. Acts are more than words. It is not incumbent •upon us to take the initiative. An amendment to M. Dubord's motion approving M. Dekasse's action was carxied by 490 votes to 66.
