GERMANY'S REPLY. United Press Association—By Elcctrio Telegraph—Copyright. (Received April 27th, 11.26 p.m.) BERLIN, April 27. Several Berlin newspapers declare that the German Federal Council has decided to impose a surtax upon the chief Canadian exports equivalent to that imposed by Canada against German goods, hoping by this means to deter other British colonies from following Canada's example.
