ST. ALBANS.

A meeting of the St. Albans Borough Council was htld on Monday evening. Present—His Worship the Mayor (Mr T. H. Davav, M.H.R.), Crs. W. Keig, Hyde, A. H. HSbbs, Anderson, W. Newton, F. Barlow, Carey, Jackman, C. Carter, H. Morgan, and J. W. Buxton. The report of the Foreman of Works with regard to works carried out during the month was read and adopted. Tlie Chairman of the Finance Commdttee (Cr. Jackman) reported that the receipts on the eastern loan account were sale of fifteen £100 debentures £1500, credit balance at bank £2501 4s 2d. Accounts amounting to £460 17s 9d were passed for payment. The credit balance on the channelling loan account was £354 lis 4d, and accounts amounting to £264. 10a were passed for payment. On the general account the receipts amounted to £498 5s 6d, and the credit balance at tho bank was £364 lis sd. Accounts amounting to £55210s lid were passed for payment. A letter was received from Mr B. Brooks with reference to the necessity for improving the thoroughfare on Edge ware road between Burbadoes and Fitzgerald streets. The Works Committed ww«s authorised to attend to tha matter. It was decided to give the usual grant of £5 5s to the Knightstown Library. An application from Messrs Lonsdale and Dunmill with reference to tlie Park road channel was referred to tlie Works Committee to report. It was decided to reply to tlie Avon Road Board that the • Council would pay one-half the cost of placing a concrete culvert over a dangerous place at tlie junction of Hill's road and Shirley road. A notice was received from-the Charitable Aid Board, stating that the contribution from the Council for 4 1903 would be £195 5«. A letter was read from Mr Alfred Cox, asking the Council to place a lamp in Office road at its junction with Constance street. The letter was.received. Cr.. Hobbs suggested that the overflow from the deep wells should be diverted into the side channels as far as was possible. From a sanitary point of view the water should be utilised for this purpose," The Mayor said that wherever possible" it should be done, as the idea was an excellent one. The matter was referred to the Works Committee to report. Cr. Barlow said it was time tne* by-laws which had been passed regulating the time for driving cattle through the streets should ba put in force, and the Town Clerk was instructed to take 'action regarding the matter.
