United Press Association—By Electric Telegraph—Copyright. (Received March 23th, 4.63 p.m.) LONDON, March 28. The Earl of Hardwicko, Under-Secretary for War, nr.d a member of the Stock Exchange, states that the fall'in consols is
partly due to city financiers having 178 millions invested in South African etocke, ■which, owing to the insufficiency of labour in the mines, could not be easily realised. Tiw first sign of improvement in the labour supply would cause a large rise io consols.
