United Press Association—By Electrio Telegraph—Copyright. (Received May 19th, 10.27 p.m.) LONDON, May 19. Dr. Morrison, the Pekin correspondent of "The Times," states that M. Lessar, the 2/ussian Minister, protested that the AngloChinese agreement) disregarded the prhjr rights of Russia the railway from PeJrin to the Great Wall, signed by Li Hung Chang. Tbe Chinese Foreign Office, becoming frightened, memorialised the Dowager, blaming Yuan-shi-kai and Hu-yu-fah, with the result that a Secret Edict was issued, censuring both and ordering them to be punished and degraded two steps. Sir E. Satow A the British [Minister, emphatically refuses Ching's request to revise the agreement in order to appease Russia, dfeclaring the agreement to be unassaUaWe. This statement preceded M. Lessar s interview, which was feeble. Ghing stated that the Chinese unanimously approved of the agreement, which will enable China to retain in her own hands all the railway extensions in the Metropolitan province.
