FRANCE'S ATTITUDE.

The Paris newspaper "Lβ Temps," dealing with the Eastern, situation, says it is not for France to show zeal for the maintenance of the integrity of the Ottoman Empire. Germany has latterly assumed the position of semi-official protectress of the Sultao, but France has refused to play into Cktmany's hands against England, and will against Italy on the Tripoli question, which is said to concern Italy and the Sultan and the Sultan's friends. M. Berard, a high authority on the Eastern situation, writing in a Parisian, magazine, alleges that Russia encouraged the Sultan to resist France in the recent trouble over the Constantinople docks and the bankers' claims, hoping eventually to occupy Armenia herself.
