GREAT BRITAIN AND RUSSIA.
LONDON, October 1. Reuters correspondent states that friction exists between the British and Russians, each seizing and repairing small sections of the railway.

The Pekin correspondent of "The Times" states that the Chinese offered the British the opportunity of peacefully occupying Shan-hai-bwan and Tongshan.
Anticipating Russian action, the .proposal ■was discountenanced by Great Britain, for fear of disturbing the concert of the Allies.
