BOROUGH COUNCILS.

LYTTELTON. An ordinary meeting of the Lyttelton Borough Council was held on Wednesday night. Present—His Worship the Mayor (Mr W. Radcliffe), and Crs. Grubb, Brown, Webb, Field, Kay, Laurenson, Cook, Smith ond Whitby. It was resolved to confirm the resolution striking a rate of Is 3d in the £. The Lytfcelton Harbour Board wrote accepting the offer of £50jl year for five years on account of the drainage discharged into the harbour. The Council discussed! a resolution to the effect that the agreement should not prejudice any right of x the borough to drain into the harbour in future, but ultimately referred the matter to a committee, consisting of the Mayor, Cr. Webb and the Town Clerk. The Finance Committee reported receipts amounting to £634 Is 7d, and recommended payment of accounts amounting to £81 12s 6d. The overdraft was £105 6s 6d, but as this included a cheque for wages, drawn in advance, the overdraft might be considered as only £1. The assessment of the borough was £300 more than last year, 'meaning an extra payment of £18 ISs in rates.. The charitable aid was only £86 9s 10d, or £14 less than, last year. A number of rate had been delivered at the pumping station, and a shilling a dozen had been paid for them. One boy had delivered 55. The Council adopted a report, and passed a resolution expressing satisfaction with the valuation of the borough made by the Town Clerk. The Inspector of Nuisances reported a number of recommendations for abating nuisances, and the report was postponed for consideration by the Council as a Board of Health. The report of the Foreman of Works was adopted. The Fire Brigade Committee submitted a rough plan of, the proposed building, etc., in connection with the fire brigade. Cγ. Cook moved—"That this Council take steps to raise a loan of £10,000 under the provisions of the Government Loans to Local Bodies Act Amendment Act, 1899, for the following purposes: —(1) The purchase of land in the Heatheote Valley £5600 and pipes £400; (2) £2500 to build a new Fire Brigade station and Town Hall; (3) £1500 for drainage. The above sum of £10,000 to be raised on a special recurring rate of 3d in the £ on the rateable value of all the rateable property within the borough of Lyttelton, together with the revenue to be derived from tbe land proposed to be purchased for water supply purposes, in accordance with the provisions of the Local Bodies Loans Act, 1886." Cr. Smith seconded the motion, which was carried, Or. Grubb dissenting.

The Council then sat as a Board of Health and considered the inspector's recommendations, to the effect (1) that a thorough house to house inspection of the borough should be made by himself and an assistant; (2) that where premises were Lα an unsatisfactory state, the occupiers should be made to put them in order, failing which the

inspector should have power to do so at once at their expense; (3) that defective closets should be renewed ; (4) that fowlhouses should be cleaned and white-washed, or where close to dvveliing-hwuses removed at the order of the inspector; (5) that quicklime s-hould be placed at (he rubbish heap ; (6) that boys should be encouraged to kill rats; (7) and that the \uulerground drains passed by the Borough Council should be put in hand at once. After discussion, the meeting resolved to invite applications from, persons willing to act temporarily as a special sanitary inspector at a salary of £3 a week, and it was resolved to hold a special meeting on Wednesday next to dual with the applications. The inspector's recommendations were adopted, and reported to the Council, which resumed its meeting. The Council formally adopted the report 'of th« Board of Health. This concluded the business.
