RARATONGA LAWS.
« ADDRESS BY MAJOR GUDGEON. (PBESS ASSOCIATION TELEGRAMS.) AUCKLAND, February 8. A Raratonga paper prints a speech by Major Gudgeon, the BritWh Resident, Major Gudgeon says, in addressing the people of the island: —"Your laws are oppressive and bad; women are followed about and annoyed by the police, charged Xritc offences, and bullied into confessions, and money is extorted from them. lam told that at Mangaia the police smell the breath of those who land there to ascertain if they have been drinking spirits. If these tales are true, and I have no reason to doubt them, it is scandal to the whole civilised world. The time has come when laws enacted during the dark ages must be set aside."
