THE PRIME MINISTER'S SPEECH. GREAT BRITAIN AND THE POWERS. February 8. In the House of Lords, replying to Earl Kimberley, the Marquis of Salisbury said the Soudan was held by title of conquest, j He was not apprehensive of the task of proving thct the Anglo-German agreement favoured the psace of the world, and did not require to take any immediate action. He insisted that Great Britain had gained greater concessions in China than other Powers. It was absurd to assume that Great Britain contemplated the dismemberment of China. He wished tie Czar's Peace Conference success, and said he would be satisfied if it secured the extension of the .principle of arbitration, and brought about a diminution of the horrors of war. He did not believe war was so imminent as during the rue ess, although the causes of war still existed. He echoed Lord Kimberley's great satisfaction at the prospect of Australian federation, believing it would tend to the prosperity and- _ happiness of tlie colonies., and~render more indissoluble the bonds with the Motherland. - i
