Mr Cecil Rhodes is negotiating with King Leopold for the ultimate junction of the Khartoum-Zambesi railway. FRENCH AND GERMAN INTERESTS IN EASTERN EUROPE. CONSTANTINOPLE, February 5. M. Constans, the French Ambassador at Constantinople, has protested to the Turkish Government against the concession made tc the German Railway Syndicate for controolling the railways in Anatolia, and for constructing decks and warehouses at Haider, some distance south of Scutari. He complains that the concession will prove injurious to the French Quay Company. THE GERMAN EMPEROR. BERLIN, February 6. The Kaiser, addressing the Brandenburg Diet, said his house had succeeded chiefly through maintaining their personal responsibility to the Ruler of Heaven. While unexpiated sin reigned in the world, war and hatred would exist. A united Germany was a bulwark of peace.
