The ratification of the Spanish-American peace treaty lacks three votes, the Democrats resisting the explanatory resolution before the porte treaty is decided. The American Government has accepted the tender of tbe Campania Transatlantic-, of Cadiz, for the conveyance of Spanish troops from the Philippines to Spain. HONG KONG, February 6. A sentry fired on a few Filipinos, who disregarded his warning not to approach an American outpost. A general Filipino attack on Manila was commenced on Saturday evening, and lasted fourteen hours. The chief fighting was centred round Calocan and Santamesa. Both sides used artillery. . The American cruisers Charleston, Concord, and Monadnock shelled the insurgent positions effectively. The Americans advanced on Sunday and occupied six villages, expelling the _'_ipinos with heavy los% Many were drowned in the Pasig river, on which Manila is situated. Hundreds were j»iken prisoners. On the American side-28 men were killed and 120 wounded. The city of Manila sustained no damage, and everything is now quiet. The attack has strengthened the chance of the ratification of the peace treaty by America. MADRID, February 6. The Government has refused -.quinaldo's offer to ransom his prisoners for half a million dollars, and to surrender a large quantity of guns and ammunition, believing that for Spain to do so would be an __ringement of the treaty with America,
