Fowler, Secretary for India in Lord Rosebtry's Administration, in a speech at the National Liberal Club, eulogised Sir \V. V. Harcourt, and justified the attitude of the Liberals in regwrd to Fashoda, saying that their action on that occasion lad convinced France that Great Britain was in" tamest. Asia was large enough foi' both Russia and Great Britain. He did not blame ttie Irish for dissolving the alliance with the Liberals in the belief tliat independence served best, but the dissolution was mutual. There were vital divergences on the education question. The}' must se-'how tho minority were to be treated under local government before Home Rule was reconsidered. He reiterated Lord Rosebery's view with reference to the dominant power.
