RUSSIAN AGGRESSION, (Per Mariposa, a;b'Auckland). (PRE.S ASSOCIATION TELEGRAM.) SAN FRANCISCO, August 11. The English naval officers recently from the Asiatic Station report significant preparations at the Hongkong Naval Depot. Stocks of coal and munitions of war are arriving constantly. "Russia's aggressions," said an officer, " have about reached their limit." The situation is evidently serious, for the influence of Russia, France, and other countries whose interests are inimical to England, grows every day. Li Hung Chang, who has returned" to power, is no longer friendly to England, but favours Russia, and brought about the dismissal of Minister Weng because he dilated upon the dangers of Russian aggressions. He has had violent altercations with the British Ambassador over the new concessions near Hongkong. The Japanese papers still discuss the desirability of an Anglo-Japanese alliance.
