The Governor of the Philippines reports that the entire archipelago, except the Visayas group, has revolted, and that he is unable to exercise any control with the force at his command, which is inadequate. The Madrid authorities have instructed the military commandant of the Visayas Group to proceed, at any cost, to Manila, and arrange a joint plan of operations.
