Calcutta, August 24. The Ameer of Afghanistan has written a letter to the Indian Government, in which he denies any responsibility in connection with the rising of tribesmen on the frontier. He blames fanatic mollahs for the trouble, and promises not to permit his regular troops to assist the rebels.,
