News from Manila states that the Spanish authorities are using the rack and thumbscrews in torturing prisoners. Forty-nine prisoners were placed in a covered pit and suffocated. General Polavieja succeeds General Blanco as Governor-General of the Philippine Group, and 10,000 men have been sent to reinforoe the troops there. All spies arrested are shot.
