Press Association—By Telegraph—Copyright BICYCLE ACCIDENT. Melboubne, December 17. Mr Justice Hodges, while cycling, was run into by another rider, and had his leg broken and his ankle dislocated. A BILL DROPPED. In the Assembly the second reading of the Bill reducing the number of members was carried by 46 to 21, or two less than the statutory majority required. The Bill was therefore dropped. THE CONSTITUTION REFORM BILL. The President of the Council ruled the Constitution Reform Bill out of order, as it was not introduced in the manner prescribed by the Constitution Act. :■ THE BANK BILL. Beisbane, December 17. The Bank Bill passed its third reading in the Council. DECREASE OF TICK. Encouraging reports have been received as to the decrease of tick. It is disappearing from old infected districts and its spread has also been arrested by the dipping operations which are proving very effective.
