RISING IN ALBANIA. Press Association— By Telegraph—Copyright Constantinople, March 11, The Sultan has decorated Lobanoff and M. Nelidoff, the Russian Ambassador. The district of Janina, in Albania, is in a disturbed state, and the Turkish troops have been compelled to retire from Berat, a town of about 10,000 inhabitants. The Albanians expect the help of Montenegro in their rising against the Turkish rule.
