KAIAPOI BOROUGH COUNCIL.

The fortnightly meeting of this Council was held on Tuesday evening. Present— The Mayor (Mr Doubleday), Crs. Evans, Butt, Bugg, Blighting, Hopkins, Mathews, Weston and Lissamau. Letters were read from the Auditor for £3 fees for audit of half-yearly accounts. From North Canterbury Hospital, stating '* £28 was allocated to Kaiapoi," and from the Charitable Aid Eoard for £35 10s 3d, being contribution due for year. From Rev. J. S. Smalley, to have his name placed on burgess list in place of Rev. Geo. Bond for Wealeyan Parsonage. Attention was drawn by Cr. Butt to the standing resolution that the consent of the person whose name was to bo struck *>ff should be. obtained.. Cr. Weston said two of the trustees of the Wesleyan Church who were present could; state that Rev. G. Bond had left, and Rev. J. S. Smalley had arrived. He moved Mr. Smalley's name be put. on the list. Cr. Evans seconded. Cr. Mathews moved, Cγ. Bugg seconded—" That on a letter being received from the trustees * consenting Mr Smalley's name be placed on the list. , Cγ. Evans alleged that there were several cases where persons were put on the liat, without this formula, and this was, an iusult—a direct insult. The Mayor said there was only one case, on the arrival of the Presbyterian minister, wliere the consent of both parties was not obtained. Mr Evans reiterated that he could substantiate what he said from the books of the Couucil. Cr. Butt called Cr. Evans to orde>\ The Mayor challenged Cr. Evans to name any case, or any particular date, and handed over the minute book, in order that the Councillor might point it out. Cr. Evans decliued to delay the business. Cr. Mathews said no one had any personal objection to Rev. J. S. Smalley, but the Council had a rule, and if the An#el Gabriel applied he did not see why lie should not comply with the Council's rule if he wanted to be put on the burgess list. The Mayor was sorry matters had arrived at such'a pitch, but he defied anyone to show that any person had been put on the burgess list unless, according to the rule, except in the one case he mentioned. Cr. Evans—There was Mr Tinner's case. The Mayor said he would again ask to have the accusation verified. Ac this stage the motion had been withdrawn und ihe amendment was carried. The Finance. Committee reported receipts £3. The present overdiaft was £596 lls 5d ; credit loan account 15s. Accounts £71 2s 2d were passed. The Clerk reported contractors for clearing drains had been delayed by the weather. O'Brien and Co., who had nearly finished Mclntosh's drain, were entitled to £3 10a on account. Cr. Hopkins called attention to Cass street and Charles street drain, which with a letter from Mr Hicks were referred to the Works Committee. Teudcrsfor kerosene afforded half an hour's discussion as to the merits of Royal oil, Light of the Age and other kerosenes, till finally the tepder of Mr Gaarder for Light of the Age at lls 3d per case was accepted. It wus decided, on the suggestion of Cr. Lissainan, to ascertain cost of 100 yds brokeu metal for repairing main streets. The Mayor said he had a subscription list for th 6 Hbu, J. Ballance's memorial, and was prepared to receive donations. It was resolved —"That the Council make and levy a rate of Is iv the £ for the current year. Crs. Weston, Mathew3 and the Mayor were appointed to eifiu the rate roll The Council then adjourned.
