Berlin, May 9. The Kaiser, addressing the troops at a review in Berlin, said he was surprised that the Army Bill had been rejected. He had expected more patriotism would have been shown by the members. If the new Reichstag rejected the Bill ho was prepared to enforce its passage, aa he was conviuced of its necessity.
