» DEFEAT OF THE MEASURE. ftw AeoeUUoe—Blwtrie Tataapb—CopjzJght. Berlin, May 7.* The Reichstag rejected the Army Bill by a majority of 48. Crowds filled the streets and cheered heartily when tha news became kuown. The excitement is described as equal to that after the first battle of the FrancoGerman war in 1870. The Emperor immediately dissolved Parliament and ordered a general election. May 8. A split has occurred in the Freisennige party. The Socialises are jubilant and expect an accession of strength at the polls. It is proposed ;to induce Bismarok to form a separate party. Ihe division was the largest on record. Newspaper opinions are divided, according to party leaning. There is a great consensus of opinion, I however, in Europe, that a grave crisis iin German affairs has arisen. Paris, May 8. The French Press advise silence at the present juncture in order nob to play into the hands of Caprivi and strengthen his position.
