VISIT OF M. DE GIEJ&S TO BERLIN.
[7KR PRESS ASSOCIATION.] Received November 25th, 11 a.m. Paris, November 24. The visit of M. de Giers, the Russian Minister of Foreign Affairs, evoked little enthusiasm in Paris. The object of M. de Giers' visit to Berlin is to allay the feelings of the Enaperor "William, and pave the way for improved relations between Itusaia and Germany. Vienna, November 2-L It is reported that the Emperor Francie has suggested to the Emperor William of Germany, King Humbert of Italy, and the Ozar of Kussia that they should agree to a cessation of armaments. The Cabinet has agreed to the War Estimates, including a vote for strategic railways. St. Pbtsbsbubo, November 24. The Novonti expresses the hope that M. de Giew will improve the feeling between Ruseia and Germany, aa general European peace is desired. M. de Giers, .Russian foreign Minister, had a twenty minutes' interview with the Emperor. St. Petersburg, November 25. In oonaequeuca of the iuterview between M. do Giers and the German Emperor Eussian Stooka fell. TheKuesian Government has ordered half a million pounds of soldiers' bieouite to be riiady by January. This order has caused considerable uneasiness in dc. Petersburg.
