It appears that the population of Belgium, like that of France, is on the decrease. According to the statistical year book of the kingdom the average increase in the population between the years IS7I and 1880 was 3.21 per cent;. between 18S118S4 it stood at 3.16 per cent., then it fell to 3.03 per cent, between 1885-87, then still lower down to 2.97 per cent., and finally in 1883 to 2.94 per cent. In this calculation emigration has no weight, for it is based on the births only,, , _ __
